On May 13~16, the Third International Congress on TVET was held in Shanghai. Over 800 delegates from 117 governments, including 40 Ministers, governmental and non-governmental organizations, industry leaders and entrepreneurs attended the congress. The congress reviewed major trends and policy developments of TVET since the Second International Congress in Seoul, proposed an innovative policy analytical framework for TVET, discussed challenges faced by TVET systems and explored appropriate responses surrounding future TVET development, and passed the “Shanghai Consensus: Recommendations of the Third International Congress on TVET” that defines strategic directions for cooperation among countries and with the international community to support TVET for all, within the framework of the overall efforts in favour of access, inclusion and equity, education for sustainable development and a culture of peace.(Annex)
