The State Council convened the National Vocational Education Conference again in 2005. The conference stressed that vocational education is a kind of education for all. The 17th Party Congress was convened in 2007, which also required to optimize the vocational education and training system serving all labors. The “National Medium and Long-term Plan for Education Reform and Development (2010—2020)” and “National Medium and Long-term Plan for Talent Development (2010—2020)” were issued in 2010, which required to put vocational education on a more prominent position, and try to form the high-skilled talents team of various categories and with excellent skills.
