China will only realize its modernization of industries after the modernization of agriculture. The agricultural modernization is the real modernization for China and Chinese people. Since the century, the central government has issued eight “No.1 Documents”, giving priority to address the issues of agriculture, farmers and countryside in the overall national development undertaking.
