To vigorously develop vocational education, the development of teaching staff should be prioritized. On December 27, 2011, the Ministry of Education held the National Teachers’ Working Conference on Vocational Education. The conference published the “Opinions on Improving the Teachers’ Training and Education System for Vocational Education” and “Opinions on Strengthening the Development of Teaching Staff of Secondary Vocational Education during the ‘12th Five-year Plan’ Period”, and worked out implementation arrangements for the “Opinions of the Ministry of Finance and the Ministry of Education on the Quality Improvement Plan for Vocational School Teachers” released previously. Lu Xin, the Vice Minister of the Ministry of Education, attended the conference and delivered an important speech. Over 200 representatives from provincial institutions of educational administration, the national key training bases for teaching staff in vocational education institutes and the related industries and enterprises across the country attended the conference.

This conference was the third of its kind since 2000 and the first “all-range” teachers’ working conference for secondary and higher vocational education after the coordinated management of higher and secondary vocational education by the Ministry of Education. The conference planned and fixed the guideline, orientation, basic approach and key tasks for teaching staff development of vocational education in the future period.
