The “National Outline for Medium and Long-term Educational Reform and Development (2010-2020)”, issued in July, 2010, proposed to establish the modern vocational education system which can meet the demands of the transformation of economic development mode and the industrial restructuring, represent lifelong educational philosophy and balance the development between secondary and higher vocational education to meet people’s demand for vocational education and the social and economic requirement for high-quality labor force and skilled talents.

Realizing balanced development of secondary and higher vocational education is the fundamental strategic task in accelerating modern vocational education system development, a key link in vocational education development and reform as well as a major project in the current scientific research of vocational education. In order to achieve this, Chinese Vocational and Technical Education Society have taken the balanced development of secondary and higher vocational education as a major research project of the institute in 2011 and entrusted the Special Committee for Vocational Education Journal with the project research. With the support from Jilin Research Center for Vocational Education and the Research Institute for Vocational and Technical Education of Jilin Teachers’ College of Engineering & Technology, the journal committee has conducted 5-month survey and the result is as followed.
