After entering the new century, the problem of unbalanced supply and demand of skilled labors, and the academic talents and skilled education has been becoming serious in China. According to China’s National Labor Market Analysis, the demand supply ratios of skilled laborers with vocational qualifications, professional and technical qualifications has been increasing since 2001, for example, the demand-supply ratio of skilled laborers with first and second level occupation qualification certificate (OQC) raised sharply, which only alleviated after the economic crisis of 2008 , see figure1. Compared with academic talents, the demand for skilled laborers with practical education background is more urgent. The demand-supply ratios are more than 1 for talents with the educational background of vocational high school (VHS), technical school (TS), secondary specialized school (SSS), master and the above diploma, and the demand of skilled workers with occupational qualifications also exceeds supply, but the demand supply ratio of college and university graduates are below 1, see figure 2.
