Construction of Dual-lane Higher Education System and Development of Higher Vocational Education

The higher education of China has developed rapidly since the founding of the People’s Republic of China. Especially over the past decade, with the implementation of the policy of higher education expansion, the scale of higher education has been enlarging rapidly, and a lot of talents were cultivated for economic development. At present, the total number of students studying in different types of higher education is more than 27 million, and the gross enrollment rate of higher education is near to 23%, which means the higher education has entered the popular stage. However, the traditional talents cultivation model of university is based on academic talents, which make the training deviate from the demands of society. Therefore, some scholars suggested that the education system of China should be divided into two lines: one is general education; the other is vocational education, and the two lines should be developed parallel. Accordingly, the higher education which is based on academic talents was classified as general education, and the higher education which is based on application-oriented talents was classified as higher vocational education, so as to achieve the linkage between talent training of education and talent demand of the society.
