Reform of Rural Vocational Education: Pilot Provinces’ Experiences and Perplexities

In 2010, the Ministry of Education issued the “Three year Action Plan for Secondary Vocational Education Reform and Innovation”, requiring secondary vocational education to support the modern agricultural and new countryside construction, in light of the backwardness of rural and agricultural secondary vocational education. The plan incorporates two pilot projects: the first is to create “a pilot county of rural vocational and adult education” to accelerate the development of countryside and agricultural vocational education; the second is to improve vocational education network of the county to produce new vocational peasants. So, the Ministry of Education selected scores of counties for piloting the above two projects to accelerate the rural vocational education reform. During April 20~22, 2011, the “Meeting on Rural Vocational Education Experiment and Urban Adult Education Reform” was held in Beijing. At the meeting, the experiences and lessons of the pilot provinces were summed up, and the direction of rural vocational education reform in China was clarified.
