The “Educational Planning Outline” put forward that, “until 2020, China should build the modern vocational education system that adapts to the demand of economic development transformation and industrial structure adjustment, embodies lifelong learning view and harmonious development of secondary and higher vocational education, to satisfy the masses’ demand for vocational education and economic and social demand for high quality laborers and skilled talents. It is the fundamental objective and core task for vocational education reform and development in future ten years proposed by the central government from the height of comprehensive modern socialism construction.
