On June 27, 2011, Tianjin Vocational and Technical Normal University and three autonomous regions of Guangxi, Tibet and Xinjiang held the signing ceremony for cultivating “Free Secondary Vocational Teacher Students”. Lu Xin, the Vice Minister of Education attended the ceremony and delivered speech. The vocational education circle has made great efforts for the realization of free teacher education since 2007 when China’s six normal universities subordinate to the Ministry of Education implemented the policy for cultivating teacher students freely. This co-signing event was described as exploring a still blank system. In the first year of “12th five-year plan”, the teacher education for secondary vocational schools in China began to enter into the “free” age.
