In October 2010, the General Office of the State Council issued the “Circular Concerning Performing Experimental Reform of National Education System”. For some education reform projects with clear objectives and specific polices and measures, procedures have been recorded, which marked an all-out commencement of the national education system reform experiment. On December 12, the Ministry of Education announced the experimental areas for vocational education model reform and building vocational education system. In Deyang of Sichuan province, Shenyang of Liaoning province, Lanzhou, Dingxi, Qingyang of Gansu province, etc., pilot reform of vocational education system were implemented in three fields: overall reform of higher vocational education; overall reform of equipment manufacturing vocational education; establishment of rural vocational education system based on “rural community study center”. The related schemes revealed the objectives and ideas of the pilot efforts in these regions.
