On September 13, 2010, the National Higher Vocational Education Reform and Development Conference was held in Hangzhou. This was the first working conference on higher vocational education sponsored by the Ministry of Education Since 30 Years of reforming and opening up of China. The main task of this conference was to plan and deploy the reform and development of higher vocational education in China for next decade.

The conference addressed the need of intensifying the reform of education and teaching, impelling the innovation of system and mechanism, and striving to establish a modern higher vocational education with Chinese characteristics that puts quality improvement at the core and takes “cooperative education, cooperative cultivation, cooperative employment and cooperative development” as the cardinal line. The Participants have also discussed about “National Higher Vocational Education Development Plan (2011-2015) (draft for consultation)” and “Some Opinions of the Ministry of Education on Promoting the Reform and Development of Higher Vocational Education” (draft for consultation) at the conference.
