New Policy, New Highlight—The Introduction of New Policy for the Reform of Technical Schools

On August 23, 2010, the Ministry of Human Resource and Social Security issued “Some Opinions on Vigorously Carrying forward the Reform and Development of Technical Schools”. The “Opinions” put forward various policies and measures in favor of the development of teachers and students of technical colleges, which lifted the curtain for the reform of technical colleges. The “Opinions” introduced is another overall deployment document on the reform and development of technical schools following “Circular on Accelerating the Reform of Technical Schools” issued by the Ministry of Labor and Social Security in 2000.

The “opinions” made the working orientation, objectives and tasks, and focus of the reform and development of technical schools clear, made the functions and positions of all categories of technical schools clear, made the responsibilities of the departments of human resource and social security at various levels clear, and put forward polices and measures to promote the reform of technical schools from various aspects, such as the reform of teaching in technical schools, enrollment and employment, the construction of teaching staff, school management and the treatment for graduates.
