Hunan Province is located in the south-central of China and the middle reaches of the Yangtze River. In 2009, the GDP of Hunan Province ranked the tenth in China, in which, the GDP of Changsha, Zhuzhou and Xiangtan accounts for 40.9%. In the same year, the Ministry of Education of China and the People’s Government of Hunan Province signed the agreement for the construction of the national test area of the overall education reform in the cities of Changsha, Zhuzhou and Xiangtan, and achieving new creation on vocational education development is one of the key contents in the test area construction.
