To scientifically set up and adjust specialties in vocational education to make it adapt to and lead the development of modern industry is the logical starting point and an important step to speed up the development of modern vocational education and promote industrial upgrading. In 2012, the per capita GDP of Guangdong province exceeded 8,500 US dollars; the per capita GDP of the core area of Pearl River Delta exceeded 10,000 US dollars; Guangdong entered the critical period of changing economic development mode, industrial upgrading and optimization. Guangdong is a major province of vocational education. With continuous growing for successive years, seeing figure 1, the scale of secondary vocational education in the province is now ranked No.1 nationwide. In 2012, the number of students at school reached 2.375 million; the ratio of vocational education to general education was 51.3:48.7; secondary vocational education accounted for half of upper secondary school, which not only made a great contribution to the popularization of upper secondary education in the whole province, but has also cultivated a lot of high quality laborers and skilled talents for the economic development(Guangdong Academy of Education, 2013). As a result, a dynamic secondary vocational specialty adjustment mechanism must be established and improved, and new specialties must be set up and old ones must be reformed (Li Yan, 2008), to realize the seamless joint between specialty chain and industrial chain, between the specialty structure and the industrial structure, so as to better facilitate the cultivation of skilled talents in secondary vocational schools.(Annex
