China is a great agricultural country, and hundreds of millions of people who are eager for new skills and being rich are living in the countryside under the administration of counties. Therefore, the county-level vocational education undertakes the key function of alleviating rural poverty by human resources development, transfer and training of rural laborers, and technical training and popularization, etc. Therefore, “every county should develop one vocational education center” is a key policy of vocational education in China. According to the statistics, there are more than 4 thousand county-level vocational education centers in China. What are the school-running status of these schools, and have they effectively played their functions? In this issue, we take Fusong County Vocational Education Center at the foot of Changbai Mountain as the case, and deliberately analyzed its school-running model by interview.（Annex）
